Family Portal: Self-service portal designed for families to use to apply for child care and<br>pre-kindergarten (pre-K) assistance subsidies. This portal shall, at minimum, have the<br>capabilities to:<br>a. Allow families to apply for multiple child care and pre-K assistance programs<br>through one application;<br>b. Allow families to schedule appointments;<br>c. Provide a mechanism for two-way communication between OECOSL and<br>families;<br>d. Allow for families to upload documentation to substantiate their eligibility for<br>child care and pre-K assistance subsidies;<br>e. Receive information about their application/case status;<br>f. Send initial notification to appeal any findings related to eligibility determination;<br>and<br>g. Provide ongoing updates regarding changes in their life circumstances such as<br>address, phone number, etc.<br>2. Child Care Provider and Educator Portal: Self-service portal designed for eligible<br>child care providers and child care educators to:<br>a. Apply for licensure;<br>b. Complete all required documentation including document submission;<br>c. Upload files;<br>d. Request a background check;<br>e. Manage relationships or associations/links between users;<br>f. Provide a mechanism for two-way communication between OECOSL and the<br>user;<br>g. Send initial notifications to appeal any negative actions taken against provider<br>licenses or registrations<br>h. Request technical assistance and access needed trainings;<br>i. Receive information about their status; and<br>j. Provide ongoing updates regarding changes to information such as phone<br>numbers, hours of operation, days of operation, etc.<br>3. Case Management System: Case Management and significant business rules engine<br>functionalities with customized workflows associated with 1) Family Eligibility<br>Determination, 2) Regulations and Enforcement, and 3) Quality Improvement. This<br>system should also be able to support either correspondence management or provide<br><strong>customer relationship management (CRM) functionality</strong>. The system shall also include<br>the following primary functional areas:<br>a. Determine family eligibility for various child care and pre-K assistance subsidies<br>and provide payment vouchers for those subsidies;<br>b. Monitor actions taken by child care providers that would lead to the issuance of a<br>license or registration;<br>c. Monitor compliance of approved providers;<br>d. Complete national criminal history background checks;<br>e. Appeal any negative action;<br>f. Maintain record management; and<br>g. Support the training and technical assistance systems for child care programs.<br>4. Learning Management System (LMS): Learning management system (LMS) that<br>supports the training, technical assistance, and growth of early childhood education<br>programs. The system must be capable of integrating with the case management system<br>and accessible through the self-service child care provider and educator portal through<br>single sign-on. This system should have the capabilities to support virtual communities of<br>practice and asynchronous trainings.<br>5. Business Intelligence and Reporting: Self-service business intelligence and analytics<br>with reporting capabilities necessary for State and Federal compliance.
